How to Become a Tax Filer: Register for an NTN and File Online

Every year around September, the same conversation happens in offices and family WhatsApp groups across Pakistan: "Are you a filer or not?" If you have ever paid extra withholding tax on a bank transaction, a car token, or a property transfer and wondered why, the answer is usually that you were not on FBR's Active Taxpayer List (ATL). Becoming a filer is not complicated, but the process feels intimidating the first time simply because nobody explains it in plain language. Here is what actually happens when you register and file.

What You Need Before You Start

Gather these before you open the portal, so you are not searching for documents mid-registration:

  • Your CNIC (make sure it is not expired — an expired CNIC will block registration)
  • A mobile number registered in your own name with your mobile network operator
  • A personal email address you can actively access
  • If you are salaried: your employer's name and NTN, plus your salary details from payslips
  • If you run a business or freelance: your business name, address, and bank account details
  • Basic figures for a wealth statement — value of property, vehicles, savings, and any loans

Registering for Your NTN on IRIS

In Pakistan, your NTN for individuals is effectively your CNIC number once you are registered — you don't get handed a separate long number like businesses do. Here's the process:

  • Go to iris.fbr.gov.pk and look for "Registration for Unregistered Person" on the login screen.
  • Fill in your CNIC, full name, mobile number, email, and address. Every field must match your CNIC exactly — mismatches are the most common reason applications get rejected.
  • You'll receive separate verification codes by SMS and email. Enter both correctly before submitting.
  • Once verified, FBR issues a password to your registered mobile and email. This becomes your IRIS login, alongside your CNIC as the username.
  • Log in and complete your taxpayer profile under "Registration" — add your employer or business details, and your bank account.

This step usually takes under 20 minutes if your documents are ready. If you get stuck, the FBR helpline and your nearest Regional Tax Office (RTO) can help in person — useful if the online verification keeps failing.

Filing Your First Income Tax Return

  • Inside IRIS, go to "Declaration" and open the Income Tax Return form for the relevant tax year (Form 114(1) for individuals).
  • Enter your income sources — salary, business income, rent, or other — using the figures from your payslips or business records.
  • Most individuals must also submit a Wealth Statement (Form 116) alongside the return, listing assets and liabilities as of June 30.
  • Review every tab before submitting — IRIS won't let you submit if mandatory fields are blank, but it also won't catch simple entry mistakes, so double-check numbers yourself.
  • Submit before the deadline (usually 30 September for individuals, though FBR sometimes extends it). Filing even one day late can mean a delay in appearing on the ATL and possible surcharge.

Why Filer Status Actually Saves You Money

The financial case for filing is straightforward, not theoretical:

  • Banks deduct lower withholding tax on cash withdrawals for filers versus non-filers.
  • Property purchase and sale attract significantly higher withholding tax rates for non-filers — sometimes double.
  • Vehicle registration and annual token tax are cheaper for filers.
  • Profit on bank deposits, dividends, and prize bond winnings is taxed at a lower rate for filers.
A filer isn't someone who "pays more tax" — it's someone who stops overpaying withholding tax on everyday transactions that non-filers get charged at penalty rates.

You can check whether you're on the current ATL by searching your CNIC on the FBR website or via the ATL SMS service. Filing once doesn't make you a filer forever — you need to file every year to stay on the list.

Pakistan mein filer banna utna mushkil nahi jitna log samajhte hain — bas process pehli dafa confusing lagta hai. Filer ka fayda seedha paisay ki bachat hai: bank withdrawal, property transfer, gari ki token tax, aur profit on savings — in sab pe non-filer ko zyada withholding tax katna parta hai. Filer status aapko in extra charges se bachati hai.

Shuru karne se pehle ye cheezein tayar rakhein: valid CNIC (expire na ho), apne naam se registered mobile number, active email, agar job karte hain to employer ka naam aur NTN, aur agar business ya freelancing karte hain to business details aur bank account.

NTN registration ke liye iris.fbr.gov.pk par jayein aur "Registration for Unregistered Person" par click karein. CNIC, naam, mobile, email aur address bharein — har field CNIC ke sath exact match honi chahiye, warna application reject ho sakti hai. SMS aur email dono par verification code aayega, dono enter karein. Verify hone ke baad password mobile aur email par milega — yahi aapka IRIS login ban jayega.

Login hone ke baad "Declaration" mein jaa kar Income Tax Return (Form 114(1)) fill karein — salary, business income, ya rent jo bhi ho. Zyada tar logon ko Wealth Statement (Form 116) bhi submit karni parti hai jisme assets aur liabilities likhi jaati hain. Deadline (aam tor par 30 September) se pehle submit karein, warna ATL mein late aayenge ya surcharge lag sakta hai.

Filing ke baad apna naam FBR ki Active Taxpayer List (ATL) par CNIC se check kar sakte hain. Yaad rahe — ek dafa filing karne se hamesha filer nahi rehte, har saal file karna zaroori hai taake ATL mein naam bana rahe.
