If you've ever paid extra withholding tax on a bank withdrawal, a mobile top-up, or a car registration and wondered why, the answer is usually the same: you weren't on the Active Taxpayer List. Getting an NTN (National Tax Number) is the first step to fixing that, and in Pakistan the whole process now happens online through the Federal Board of Revenue's IRIS portal. It takes less than an hour if you have your documents ready, and it's free.
What an NTN Actually Is (and Why It Matters)
For individuals, your NTN is simply your 13-digit CNIC number once you're registered with FBR — you don't get a separate number like in the old days. Once registered and after filing at least one tax return, your name appears on the Active Taxpayer List (ATL), and that status is what actually saves you money. Filers pay noticeably lower withholding tax on bank transactions, vehicle transfer, property purchase, and dividend income than non-filers. An NTN is also increasingly required to open a business bank account, register a company, apply for certain visas, bid on government tenders, or issue proper invoices as a freelancer.
Documents to Have Ready
- Your original CNIC (a clear scan or photo of both sides)
- A mobile SIM registered in your own name (PTA-verified) — you'll need it for an OTP
- A personal email address you actually check
- Your residential address and, for salaried people, your employer's name and NTN
- For business or freelance income: your business name, nature of business, and a bank account/IBAN in your name
- A recent utility bill or rent agreement if asked to confirm your address
Step-by-Step Registration on IRIS
- Go to iris.fbr.gov.pk and click "Registration for Unregistered Person."
- Enter your CNIC, full name, mobile number, and email exactly as they appear on your CNIC — mismatches are the most common reason applications get stuck.
- You'll receive separate OTP codes by SMS and email. Enter both to verify.
- FBR will text and email you a system-generated password and PIN. Use these to log in to IRIS for the first time.
- Inside IRIS, open the "Registration" tab and complete Form 181 (Form for Registration of Individuals), which asks for your income source (salary, business, property, or a mix), address, and bank account details.
- Submit the form. Your registration is usually processed within minutes to a couple of days, and you can download your registration certificate from the "Verifications" menu once approved.
Mistakes That Slow People Down
The most frequent hold-up is using a SIM registered under someone else's name — FBR's OTP system checks this against PTA records, so a brother's or spouse's number will often fail. Second is leaving the income source section vague or unselected, which can trigger a manual review. Third, people assume registration alone makes them a "filer" — it doesn't. You only appear on the ATL after you actually submit your annual tax return, so registering is step one, not the finish line.
Registering for an NTN costs you nothing but an hour of paperwork — staying a non-filer costs you a permanently higher tax rate on almost everything you touch financially.
Once you're registered, mark your calendar for the annual return deadline (typically September 30 for individuals, though FBR sometimes extends it) so your ATL status doesn't lapse. Falling off the list means you're back to paying non-filer rates until you file again.
